1999 Dodge Intrepid Fuel Pump or Fuel Pressure Regulator

On my dodge Intrepid, I have had one friend say I need to replace the fuel pump and the other says replace the fuel pressure regulator. My symptoms are: doesn't run as well when fuel is below 1/4 tank or when the temperature drops below 50 degrees. Also, it makes some weird noises when running. The main concern is when starting it; it won't start on the first turn but if I turn the key 3 times it will start just fine.

The car has 140,000 miles on it however it has a newer motor that only has about 40,000 on it.

If one of these is the problem, how much should I expect for repair costs?

Let me know what you find. Also, if you need the fuel pressure gauge, most parts stores will lend it to you.
