1994 Dodge Intrepid 6 cyl Front Wheel Drive Automatic

My car has a in tank fuel pump. Is it suppose to have 6 inches of fuel in the pump with exposed wires? The pump had no fuel in it. Yet there was fuel in the tank?

No, I really didn't ask the question correctly. Is the fuel pump suppose to be full of fuel or is it just suppose to go into the pump and out of the pump. This fuel is sitting in the pump. The wires are submersed in gasoline. Is the fuel pump suppose to hold 6 inches of gasoline or is it a closed system. When we lifted the old fuel pump out the pump was not holding any fuel.

It is normal for them to fill like that.
