Creaking suspension or power stearing

I have a 1999 Dodge, Dakota R/T With a 5.9 L 360 engine with 60,000 miles. When I am moving at slow speeds and make any kind of turns it makes a loud audible creaking and it also makes a similar noise at any speed going over the smallest of bumps or changes in road level. It is ecspecially prevelent going over speed bumps. Is this a problem with the suspension or steering, or both?

It could be a squeel it is just a high pitched

Okay, try this:

Drive by slowly with someone on the outside listening for where it is coming from. I am suspecting a brake pad sensor or dust shield rubbing on the rotor. How old are the brakes?

I dont know how old the front brakes are, the rear brakes were replaced a few months ago.
