1998 Dodge Dakota Headlights

Lights sometimes flicker off then on again when you turn them on or go to high beam, they will stay on if on low beam while driving but still sometimes flicker when you first turn them on but not all the time. I was told it was the dimmer switch so I had a mechcanic put a brand new one in but the lights are still doing the same thing once in awhile, could this have something to do with off and on switch or the bulbs them self. Looking for answers.
