1998 Dodge dokota sport headlight so deam?

My lights are like so deam I dont know why? I had the altantor and battery chcked and they said the battery was dead so they changed it. And now there alittle better but still deam?

What volts does it put out with engine running? Check it and get back to us, should be 13-14v if OK check the grounds for the lights and the negative battery cable.
