Rear windshield wiper

Dodge Caravan 2003, 40000 miles. The rear windshield wiper only wipes 1/5 of the regular surface. Actually, there is no contact between the windshied and the wiper for the 4/5 of the surface. Could you please tell me what the problem is and how to fix it? Thanks.

You can first try to lube the spring and hinges up with wd 40. It that does not work then you need a new wiper arm. Sometimes they get rusted on the inside that makes it so they don't have enough tension against the window.
