2001 Dodge Caravan Problem with turn signals

I just recently started having a problem with my turn signals. When I use them now, all the lights on the dash will light up, along with the instruments which stop working. This lasts for about 20 seconds, then everything goes back to normal. The turn signals do not work at all (both left & right). Also, one time during an episode, my speedometer went clear up to the top and now it is not working. How do we reset the speedometer?
