2001 Dodge Caravan exterior lamp malfunction

Only one headlamp works at a time. One side works on brights and the opposite side works on dims. Every onc in a great while they will both work but short lived.

Yes ive changed bulbs and checked fuses, besides some times they do work. Just last week both lamps were working on the way to work and the way home. The next day different story.

The only thing I can think of then is either a relay, headligth swith.
