1993 Dodge Caravan fuse blows

Checked all wiring but after installing new fuse as soon as ignition is turned on the fuel pump runs and the fuse blows for the rear wash and rear wiper, this fuse should be for that circuit only so cannot find any reason for the fault, it has had some rewiring for use on european roads, ie-reverse turned into flashers and new reverse light fitted to bumper along with seperate fog light, all these work well but the fuse for the washer blowing is a new problem and nothing new has been added, HELP. Wont pass uk mot without it working right.

Ok so fuse #13 keeps blowing? This should be the rear wiper washer fuse. Now with that this fuse powers the washer motor, the wiper motor and the rear wiper/washer module in the rear gate. So with that I need you to do some testing with a digital multi meter ok. I need you first to check the grounds. Now the ground for the module is in the center of the lift gate inside it will be a black wire make sure it has a clean connection. Now the other ground is for the switch it is a black wire with and orange stripe in the left front kick panel make sure it is clean and secure too. If they are good then get back to me and make sure you have a digital mulit meter and we will do some ohms tests on the switch, wiper motor and washer pump and wiper/washer module. If any of these parts need to be replaced do you have access to them? If not I do here in the states so I can help you with that. Get back to me and we do some testing.
