1991 Dodge Grand Caravan 3.3L - drive belt tensioner

Should I be able to move the tensioner? Do I need to loosen the nut on it first. How do I tell if the tensioner is working properly? I'm trying to replace the serpentine belt and I need to create some slack before I can get it on.

You will either have a slot for a rachet to fit in or a nut. Set the rachet like you are loosing a nut, and the adjuster will swing up and let you get the belt on. Look for a square patern on brkt for rachet to fit in.
