1990 Dodge Caravan Fuel Pump or Fuel Filter

As I'm driving I start losing power as if the car isn't getting gas. It hesitates and all of a sudden it jumps as if getting as boost of fuel. Could this be my pump is failing or the filter needs to be changed?

Check the fuel filter
check tune up
try to get a fuel pressure test
and spark test
