HVAC control panel issue?

We have A/C and heat. Both move and work well. The blower works. The control to move to feet or defrost or any other positions. Seems stuck blowing in your face very slight air on defrost at same time. We have changed the blend door actuator. We found the other actuator is discontinued. The one we think we need. We took the cover off the old discontinued one and snapped it on the new other actuator. Even replaced the whole front control panel twice, at the advice of an auto shop. Still cannot figure it out.

This sounds like the mode actuator is not working. but to be sure let's remove the actuator and turn the blend door pivot by hand to see if that fixes the problem. Here is the location of the unit that controls the mode function. This guide can help as well:
