Can a bad clock spring cause the instrument cluster to not work and wipers to only work on high?

The clock spring allows a vehicle's steering wheel to turn while still making an electrical connection between the steering wheel airbag and/or the vehicle's horn. This should not have any affect on the wipers or the instrument cluster.
