Car won't start - intermittently

My sister has a 1998 Chrysler Town & Country. Sometimes, every 2-3 days she will run an errand park the van for a short amount of time. Go to start and it "turns over but doesn't catch". It will start up after sitting for a few hours. When this happens the computer does not register any error codes. She has noticed that when this problem happens the PRNDL and mileage lights do not come on. She has put a new battery in the van every year for the last three. About two weeks ago the starter went out, she had it replaced and had no problems until today. Any suggestions? The van has 75,000 miles on it.

When it doesnt start you need to check for spark and fuel so we can narrow it down. Might be a sticky relay considering it does it intermittently
