2005 Chrysler Town and Country air conditioning not blowing

The fans in front of the engine attached to the radiator will not kick on. They work as when you directly attached to the battery they run. I have replaced the fan relay switch that sits just behind the grill. When the car is driving its just fine when it idles smoke starts coming from radiator hoses from the drivers side of the radiator. The gauges do not indicate that the engine is overheating? Also I have no ac but the pressure is fine when messured. Any ideas as to the problem?

Fan should come on only when needed
if engine temp with in normal temp no need for the fans to come on
as for the AC system when selected on does the AC clutch kick in

my 1st step would be to check for codes and also do a data scan to see what s on and what s not
