Fuel filter location

Cannot locate fuel filter after following all fuel lines and dropping gas tank. Is it in the gas tank or some weird hidden panel? It's driving me nuts.

The fuel filter on these vans is located on top of the fuel tank.

Here is a guide that will help with replacing these filters, but I will attach the info from the manual below:

Please find the info from the manual below that will show where the filter is located which is on top of the tank next to the fuel pump.
