2004 Chrysler Sebring heating - air conditioning

The on-off switch for air conditioning and heating only works on speed four. One, two and three does not work. What is wrong and how much do you think would it cost to repair this. Thank you.

Hi:
If the system only works on hi, the problem is most likely the blower motor resister. The part is cheap. There is only one electrical plug in, but they are hard to get to.
