1997 Chevy Truck Fuel pump

Does fuel pump suppose to kick in every time you turn on key, and if so what would cause it not too?

Yes, it should kick on everytime you cycle the key. Possibilities, faulty relay, pump issue, wiring issue, pcm. Engine cranking, use a gage and check fuel pressure. I wouldn't replace anything without being sure what we're dealing with. There are other issues that might cause that.
