1989 Chevy Silverado 89' Chevy not getting enough fuel.

My truck is getting gas but not enough. My first step was to replace the fuel filter but that did not work. I am getting gas to the carburator which is weird. It has the overhead injectors, I rebuilt the the fuel pressure regulator (diaphram, new spring, etc.) & Cleaned everything except the inside of the injectores, ( I doubt that both injectors clogged simuainisly ) but I guess anything is possible.
I do have gas comming out of the injectors, but not enough. The truck will not start unless I pour gas or starting fluid in, then its starts up just fine, but as soon as it burns out th truck shuts off, but you can still watch gas come out of the injectors.
I personally haven't ever seen a problem like this, so I'm stumped now.

Do an actual fuel pressure check with a fuel pressure tester and comeback with the readings-EFI system are very picky on fuel pressure-check it

Yep, it was the pump going out, only 20 lbs. Of pressure. I changed out the pump & its just like new. I always thought when a pump quit working that it just stopped all together.
