I had a used motor installed in my truck and the fuel pressure regulator is "spitting" fuel out. What would cause this and how do I fix this problem.

I take it that you have a TBI.
The regulator membrane is either cracked or is sitting wrong in the housing and is warped.

Get a new regulator membrane. Replace the old one, make sure you get the screws on tight. Do not use gasket sealer.
The membrane acts as the gasket also.
