When I get under my truck and im looking at the catalytic converter there is a round hole in it whith a round cap in it. I dont know what it is called but mine does not stay flat to cover the hole it goes up in the catalytic converter and when I put it how it should be and I start my truck it just gets stuck in the hole and there is air comeing out of it and it makes my truck sound loud what can I do about this?

What it sounds like is a aftermarket converter, many converters are designs to cover a variety of vehicles. Some used a vacuum line to the converter to recirculated the exhaust. If there is nothing connected to the hole then you can cover the hole or plug it up with a piece of metal.
