Engine fuel injector does not open?

WHY does my 1986 2.5 four banger engine fuel injector does not open at all when trying to start? I've changed both the single injector and the whole throttle body unit itself. I've checked the fuel pump by removing the fuel line at the throttle body to check the flow of gas, and its strong so the fuel pumps working fine.

Welcome, with engine cranking, do you have spark at the plugs? Also use a noid lite and check for injector pulse, it plugs into the injector plug. If you don't have spark or injector pulse, I'd look for rpm signal?
