2004 Chevy Cavalier power steering

My car is very hard to turn to the right and left. I have to use both arms. I was wondering if this has to do with the power steering or something else. My friend said it was the fuse but I m not sure. I plan to replace my fuse and check if this is it. I also read some other problems and other people's cars have ran out of power steering fluid.

Hi:
If the fluid is low, you will hear it. Regardless, check it. Also, if it is full and the belt is good, the rack and pinion may be bad. When turning the wheel, do you get times when the PS feels like it works?

If that is the case, my guess is the rack is bad. You will need to see a mechanic for that repair. Before you do that, let me know the answer to the above question.
