There is what look like a breather cap that have a flexible hose that do connect to anything that sit on top of the valve cover on the opposite end from the oil cap. What is this thing call, and what is its purpose?

Its a breather tube and it is supposed to have a hose that goes into the air intake. Its to let the engine breath this air to help reduce pollution.
