1994 Chevy Cavalier 4 cyl Front Wheel Drive Manual

I have 2 chevy cavaliers 1994,1996. Both have a miss on number 2 cylinder. New valves, new head gasket, new fuel injectors, new plugs and wires, good compression, cannot find any vacume leaks. Power on the fuel injector wires, but no fuel is getting to the number 2 plug. What could be wrong?Both cars have the 2.2 motor in them.
