1990 Chevy Caprice engine flooding

1990 chevy caprice tbi when I crank it the injectors do not pulse and inject a realy lot of fuel and overloads the engine if I pull the injector fuse it will try to start and stink real rich please someone help me I changed injectors, trotle position, presher regulater, fuel psi is 12psi.
