1985 Chevy Caprice over heating

My car has an over heating issue, but not while I'm driving. Only when for example I'm sitting at a traffic light does the heat gage start to go into the red zone. When I'm driving my car is fine. I changed the theromostat thinking that may be the issue but that didn't solve my problem. Do you know what might be the cause? I believe it may be the water pump.

Sound's like you have a bad thermal fan clutch since it only overheats when your not moving.I posted how you test the fan clutch.
