1984 Chevy Caprice car won't start even after jumped

I tried to start the car and it wouldn't even turn over. So I jumped it and it still won't even turn over

When you say it won't turn over, do you mean the starter isn't working? If so, have a helper turn the key to the start position while you check for 12 volts at the smaller wire on the starter. Let me know what you find.
