1989 Chevy Camaro MPFI engine flooding

I have a 89 2.8 v6 camaro and it is fuel injected why would it be flooding if it has a new coil and ignition module and spark plugs, spark plub wires and an accurate amount of voltage from the battary to run the injectors and the computer is only reading 12 which is fine and because of this flooding the car wont start at all I have checked the IAC valve I have checked the fuel pressure regulator and it has a new fuel filter and the fuel pump works what else could it be. It does crank but wont start

Check fuel pressure with mechanical gauge hooked up to fuel rail test port. Turn ign. ON (don't start), pump should run a few seconds and turn off. Pressure should hold at 40psi with pump off, if not then an injector is leaking or cold start valve.
