It could be. I recommend doing that to see if it helps. But in addition, there is a shift solenoid in the transmission (on valve body) that could be the problem too. To save the money of having to remove the pan twice and paying for the gasket and fluid 2 times, I would replace the solenoid too to see if that takes care of the problem.
