I'm not sure if you are TBI or CPI?

The orange wire at the fuel pump connector, should be hot all the time. The gray wire should carry voltage to the pump. If you use a jumper with an inline fuse between those two terminals, the pump should run.

If you can find the fuel pump prime connector, you run B+ to the connector, same thing, the pump should run, you don't need to use the key, just for testing.

If you can't get any pump action, you need to get at the pump connector or as close as you can, with the tests above, the gray wire should have good voltage. If the voltage is good, check the ground circuit, if both voltage and ground are good and no pump action, I think the pump may be faulty.

If the oil pressure switch in the fuel pump circuit is functional and voltage at the switch, with the engine cranking, the pump should run, even without the relay.
