1990 Chevy Astro feul

My van will idle but misses out and stalls as I put it in drive it acts as if it does not get fuel and runs but will not get over 25 mph if I put the gas pedal to floor it slowly picks up speed and will get over 25 mph but stiil runs rough I have replaced fuel pump plugs and wires rotor and cap all effort to solve problem any thoughts as what might be the next step

Loosen the exhaust befoer the cat converters (manifold flanges)and drive it. Will be loud but it sounds like the cats are plugged, it will run ok even though it is loud if the cats are the problem
