Changed serpentine belt now car is acting weird

Car ran fine. After replacing serpentine belt I started car and needed to give it gas to start, idles okay. I have no dash lights, speedometer, tachometer, turn signals, wipers, power windows or locks. When you try to drive it it feels like it's in fourth gear.

It sounds like the air intake boot/tube is not on correctly. Here is a guide to help you see what I am talking about:
