Car bumps from front when drive slow

My elantra bumps / wiggles from front when I drive it on slow speed. This started after my machine changed front axle. But he does not agree on it. I have shown this to another mechanic who is asking me to change passenger side lower control arm because that is in bad shape. He also suggested to change catalytic convertor (engine light is on).

Do you think he is suggesting me in right direction?
Is it worth to spend $1000 bucks on repair on a 2004 model? Should I sell this off?

Please suggest.

Did they check the tires for a broken belt in the tread?

Can you replace the car for 1000?

No didn't check for belt in tire.
My car's worth is $3200 as per kbb.

I checked with one another guy today and he pointed in different direction. As per new mechanic, rotors need to be changed and then wheel alignment is needed.
