Can anyone tell me what computer this is

Hello. I just purchased this vehicle and found this while trying to diagnose a malfunction heater problem. Can anyone tell me what computer this is and why someone would cut/disconnect this?

The check engine light is not illuminating when the ignition is on the on position also.

Hello,

This looks to be going to an aftermarket alarm system or possibly an stereo amplifier. Does your vehicle have it's stock stereo in it? If not, these could be the Original Equipment Manufacturer(OEM) stereo wiring harness.
