1992 Cadillac EL Dorado SES LIGHT

I am getting an ses light, and pulling several codes, 013 and 023 being current, also an ipc code 039. I know the 013 is an o2 sensor code, and the 023 is an egr fault code(no est), but no idea on the ipc code. What is no est from egr? The car stumbles and bucks when in gear at idle, at times stalling, but restarts ok, the ses comes on after attaining highway speeds, and only bucks and jerks intermittently while holding a steady speed. I've been told a possible vacuum leak, and I've tried spraying carb cleaner around the vacuum lines, with no change to engine performance. What is your opinion?

Code 23 is an EST circuit problem(electronic spark timing), the only relation it has to egr is disabling the egr solenoid when it sets. I would guess you have an issue going on in the distributor, check and see everything is connected, replace the ignition module.
