1998 Buick Regal floods when rains

About 2 months ago I noticed that after a severe rainstorm the passenger side floorboard was flooded (2 1/2 inches deep). You can follow the water trail to right under the dashboard. It looks like 2 different areas that are just a couple inches apart. Is this a seal or gasket issue?

It would be a seal and not a gasket. The leak could be coming from around a component that passes through the fire wall. Or it could be leaking through the windshield cowel (the vent under the windshield wipers). You could use an automotive silicone sealant to put an extra seal around parts that pass through the wire wall. You can also take the cowel up and have a look around in there to see any obvious leaks.
