Brake lights inop

Brake lights work when tilt wheel is in up position but quit when tilt wheel is in down position. However brake lights on aftermarket truck cap work no matter where tilt wheel is positioned.

Check turn signal switch for broken or chafed wires in position that lights don't work or just replace the switch and it will be fixed.

OK but it's a multifunction switch and quite expensive for an old truck, how do I ck the wiring? Does steering wheel have to come off?

Yes steering wheel and air bag if there is one has to be removed. You'll need a special tool to remove switches see instructions, auto parts might rent it. Check wires marked at switch connection to see if it is going through these with brake light on.
