2006 BMW 325 Reuse or replace the fastener

Bentley's advises/instructs BMW says not to reuse fasteners.
Any torqued aluminum bolt(trans pan) will stretch, that I
understand, don't reuse. Do steel bolts have the same requires?
I have the complete R&R of cooling system from Rad to heater hoses project ahead of me and are getting the necessary parts in hand.
Are all those steel nuts/bolts, washers to be renewed?

What do you recommend as system flush agent?

Just the aluminum ones require replacement, the steel fasteners you can reuse at your discretion. The flushing of the cooling system is simply replacement with the correct coolant and de-ionized water mixture.
