What is the best way to go about changing or repairing my fuel pump? Also, is there a way I can tell for sure that it is my fuel pump that's the problem?

Before replacing pump may want to check the fuse and fuel pump relay first. Can you hear the fuel pump kick in when you first turn the key in ignition?

I have replaced the fuel filter(a friends initial recommendation). I took out the main relay and the soldering looks perfect(thats the only thing I know to look for). I didnt even think of the fuses, though. Thank you!

All I hear is the starter itself. Engine wont even turn over. I loosened the filter and no fuel comes out.

You can follow this link to learn how to test a relay

https://www.2carpros.com/how_to/how_do_i_check_a_relay.htm

so the engine is cranking but won't start ?? or engine is not even cranking? if its not cranking at all then is not a fuel problem.
