Not coming out strong, blower working fine controls working fine like there is a blockage.

Check to see if cable is broken or hanging up not letting mode control work. Then pull HVAC fuse inside car for sixty seconds with key on it may reset actuator. If actuator is bad the dash has to come out as well as HVAC unit.

No difference how much to have something like this done removing Dash and troubleshooting

Check locally for that as prices vary all over a dealer doesn't have to do that.
