AC not working and cooling fans always on

The AC in my car is only blowing hot air. I took it to an AC shop and they checked and said it is good on refrigerant but the compressor only turns on when it is jumped, it does not turn on when I push the AC button. I have noticed that my cooling fans turn on as soon as I turn the car on and turn off when I turn the car off, it has never overheated. I am thinking this is some sort of sensor that thinks my car is too hot, therefore it turns on the fans and doesn't let the compressor turn on? Or are my two problems completely unrelated? What do you think?

Good morning,

I attached a wiring diagram of the system for you. You need to verify power on both sides of the fuses listed. I also need you check for power to the relay as well to be sure proper signals are being sent.

Thank you, I will start checking that. Do you think that the cooling fans running all the time have anything to do with the AC problem?
