A/C problem

Okay, I bought this car used it has got the starting issues where does not start every time and you have to put key on and wait 12 minutes then it starts.
But from day one the only way you can get the A/C to blow out is put it on high and my husband would have to turn the knob up and down until it would kick on he thought it was the knob.
Then I was driving the car at 100 degrees outside and the air I couldn't get to come on by twisting the knob from low to high like he did so I drove home. Later left and tried the same thing it wasn't working either but I had just left the knob turned to the highest position because that is the only one that would work for him.
And after leaving it in the high position was driving out of my apartment complex and suddenly I could feel the air starting to kick in. It was low at first then kicked in and blows out fine. Work like that no problem until I shut car off. Work about week like that then went back to not blowing so we tried the twisting knob, and just letting it sit and nothing. Couple days later we did get it to come on after messing with it and nothing for 20 minutes driving down the road for 45 minutes then it kicked on and blows out fine but there's a noise coming from under hood. Now it won't come on at all.

I can try to get a video of the noise it is making but it only makes the noise when the A/C is on and working.
On the dash what I am saying is the knob you turn it from low to high settings the first week or so my husband would just turn that knob from the low to high settings back and forth for a couple mins and then put it on high and it would blow out cold air no problem. But only on the highest level if you tried to put it on low or in the middle it wouldn't blow out air. That is why my husband thought that the actual knob you turn it up and down with was just bad, I tried the same thing and nothing except as I pulled out of parking lot I heard it start to blow out a little more and it's still cold as I had kept it on the highest one and didn't turn the knob back off because I didn't get it working, so as it starts kick in I'm driving around and within about 10 minutes it had went to blowing out fully and work fine until I shut the car off. Work like this about a week just letting it sit on not blowing very
Much you can feel some cold air coming from the vents. Then it stopped and we heard the noises that week and even turned it off to make sure it was coming from the a/c under the hood and soon as I turned the A/C knob to off the noises stop. Now for the past 2 weeks we can't get it to blow out the air even turning the knob from low to high repeatedly like my husband had gotten it to work before. We tried just leaving it on and wait and still nothing.

But this whole time there is a little bit of cold air coming from the vents just not enough to do anything.
It still has cold air coming from the vents but very little bit.

I got it fixed it was the blower motor and a wire burnt into thank you though.
