A/C blow cold moving but when you stop blows warm

Have a 1997 e-150 Club Wagon Chateau 5.4L. Replaced the a/c compressor, a/c orifice tube, a/c expansion valve and a/c Receiver Drier. Long as the vehicle is moving blows cold, but when I stop at a red light stop blowing. Rear a/c

Welcome to 2CarPros.

Those symptoms sound like the Freon is low. The first thing I suggest, if you haven't already, is to confirm both high and low side pressures. Do that and let me know what you find. Also, let me know the outside temperature when checked.

Here is a link showing AC manifold gauges being used to evacuate and recharge. These are the type of gauges you will need. Also, make sure there is nothing blocking air flow and the fan is working properly. Also I'm attaching a link that discusses and AC not working or working, but weak.
