When I try to start my car it makes a whining noise

Car won't start, when I turn the ignition it doesn't attempt to turn over it makes a whining noise. What could be the problem and could I fix this myself? As a side note I was able to start and make the engine run when doin a rolling start and popping the clutch, the car would shut off and start back up after I did that but not sure if it isn't something loose or something permenantly wrong.

WHINING NOISE MAKES IT SOUND LIKE THE STARTER IS TURNING, JUST NOT THROWING INTO THE FLYWHEEL TEETH

MIGHT PULL MR. STARTER, LOOK AT THE TEETH ON IT, AND ON THE FLYWHEEL. IF ALL LOOKS GOOD, TAKE IT TO A POPULAR PARTS STORE HAVE IT TESTED, PAY ATTENTION TO THE "THROW" AS IT 1ST STARTS TURNING

HAS IT BEEN "GRINDING" WHEN YOU ATTEMPT TO START?
