Electrical problem?

My 2008 sebring tries to start itself when I re-connect the battery cables and the wipers are going n lights r on etc. How do I start the car and fix this? Not sure if its been tampered with. The car was sitting in the garage for a month then I had to jump start it. Now it does not start.

Check the starter relay could be sticking causing the problem

Just tried to jump start the car and the negative cable got super hot and started burning. Its not getting a charge at all> what do I do?

Test the battery and alternator if okay-look for a direct short to ground on the positive battery cable and also check the battery wire at the alternator
