If it has a snapping blue spark and fuel pressure is correct and fuel reaching the combustion chamber-I suggest you check the valve and ignition timing

If you do have good spark and the fuel pressure is in spec. Then there is only two things left, timing and compression. Verify those two thing and you'll find your problem.
