The radio bezel pulls out then there will be wires to unhook from the bezel then remove the four 7mm screws from the radio and remove the radio. That will give you access to the blower motor switch to unplug it and do testing.

On high it does not go through the resistor it runs full battery voltage. That is why I said just voltage at the blower motor connector with it set on high. Also you are testing DC voltage.
