2007 Chrysler PT Cruiser Won't start up

My fiancee was driving on the highway going about 60 mph then the car lost power. The lights still work all over. He tried to get a jump but that did not work. He says it makes like a click with almost like a gurgle like it wants to start but won't start up. I read it might be the starter but I want to make sure. We are both starting new jobs in the next week and absolutely need the car.
