Every time I put gas in it, it doesn't want to start. It turns over and even continues to try to turn over when you release the key. So far, it has eventually started. Replaced the gas cap, no change. Never happens any time other than when filling up. Any ideas?

This is due to a failed purge valve and charcoal canister.

Basically, what happens is when you are filling the tank the purge should be closed because the vapor is pushed through the canister and up to the engine.

The purge vapor is not used during start up but when the solenoid is stuck open it actually floods the engine, and it will not start.

Here is a guide that talks a little more about this.

I am attaching the info below so I would just suggest replacing the purge and canister. The reason is, the canister is most likely filled with fuel, so it needs to be replaced. This is filled with fuel when you over fill the tank so when the pump clicks off, don't top it off, if you do.
